I had an issue due to our design that it does not allow me to view the web part tool menu.   So I was unable to edit the web part properties.  This menu appears on the right when you edit a page – edit web part 

So as a work around…you can open edit the page in a different browser.  Try using Firefox…it will alow you to see the menu completely to edit your web parts.
